High on Cocaine, Man Grabs Deputy's Nuts Outside a Lubbock Strip Club

LUBBOCK, TX — A compliance check at a Lubbock strip club led to deputies crossing paths with an intoxicated man, identified as Landen Seth Rangel-Segovia, 20, who had been removed from the venue. During the encounter, the Rangel-Segovia resisted arrest, assaulted a deputy, and was found in possession of cocaine. After being restrained and searched, the man grabbed the Deputy's groin while attempting to escape arrest.

On October 6, at approximately 3:36 a.m., Deputies C. Green, Jeremiah Garza, and Paul Rucker were conducting a compliance check at PT’s Centerfold Cabaret on 5830 East Highway 84. While completing the check, court documents revealed the staff alerted the deputies to a disturbance outside the venue. Security guard Jacob Maule was with Landen Seth Rangel-Segovia, who exhibited signs of intoxication, including bloodshot eyes, slurred speech, and difficulty maintaining his balance.

Maule informed the deputies that Rangel-Segovia had been removed from the cabaret and was issued a criminal trespass notice in the presence of Deputy Green. Documents state that Rangel-Segovia claimed he had been assaulted during his removal. Initially, he refused to identify himself to Deputies Rucker and Green but later provided his name and date of birth to Deputy Garza.

According to court documents, Rangel-Segovia had struck another person in the arm inside the cabaret while that person was trying to step in during an argument. The patron reported feeling pain from the hit, as stated by the deputies. 

When deputies checked Rangel-Segovia’s background, they found no outstanding warrants but refused to give his address, insisting he would walk home. Given his apparent intoxication, the deputies determined that walking home would not be safe for him.

Deputy Rucker then attempted to place Rangel-Segovia under arrest for public intoxication, but Rangel-Segovia fled on foot through the parking lot. Deputy Garza tackled him to the ground, at which point Rangel-Segovia began to resist arrest physically. During the struggle, he pulled his hands under his body and attempted to get up, eventually landing on Deputy Garza. Rangel-Segovia then struck Deputy Garza in the face with a closed fist that later caused visible swelling and pain.

Court documents state that in response, Deputy Rucker delivered "compliance strikes" to Rangel-Segovia with little effect. Deputy Green disengaged from the struggle, deployed his Taser, and attempted a Tase Rangel-Segovia's lower back. After the Taser initially failed to take effect, Green removed the cartridge and delivered a second Tase to Rangel-Segovia's left side, finally causing him to surrender. He was then placed in handcuffs and put in the backseat of Deputy Green’s patrol vehicle.

While in the patrol vehicle, Rangel-Segovia became combative again by kicking the rear passenger door and attempting to discard an object in the backseat. He was removed and placed in a “hobble” restraint. During a search, Deputy Rucker found a clear plastic baggie containing a white powder in Rangel-Segovia's front right pocket. This was what Rangel-Segovia was attempting to discard.
