LUBBOCK, TX — The City of Lubbock has appointed Jennifer Frescaz as its new Chief Information Officer. Frescaz brings over 15 years of public sector technology leadership experience.
According to a press release, she currently serves as the CIO and Managing Director for the City of Midland and has built a career in technology since 2005. Throughout her tenure, she has successfully led large-scale IT initiatives, enhanced cybersecurity frameworks, and promoted interdepartmental collaboration to align technology with organizational goals.
Frescaz holds a Bachelor of Arts in Mass Communications and a Master of Business Administration from West Texas A&M University. In 2015, she earned her Certified Government Chief Information Officer (CGCIO) certification from the University of North Carolina. She also has served as the West Texas Representative for the Texas Association of Governmental IT Managers (TAGITM) since 2019 and was appointed to the Texas State Cybersecurity Council for the 2022-2024 term.
Outside of her professional commitments, Frescaz is actively involved in her children's sports activities, proudly supporting her three kids in soccer and football.

Jennifer Frescaz is set to begin her role on Monday, November 11, 2024.
