Former Levelland Leader Named Lubbock's Solid Waste Director

 

LUBBOCK, TX — The City of Lubbock has appointed Jose (Joe) A. Cavazos as its new Director of Solid Waste, effective Monday, April 14, 2025.

According to a press release, Cavazos brings over two decades of experience in public administration and city management to the role. He most recently served as the Assistant City Manager and Public Works Director for the City of Levelland, where he also held key interim leadership positions, including City Manager, Finance Director, and Executive Director of the Levelland Economic Development Corporation.

As Lubbock’s Director of Solid Waste, Cavazos will oversee services including trash collection, disposal, recycling operations, the Keep Lubbock Beautiful initiative, and developing a new transfer station.

A native of West Texas, Cavazos holds a Bachelor’s degree in Business Administration with a focus on Management from West Texas A&M University and an Associate’s degree in Business Administration from South Plains College.

His professional credentials include the Certified Public Manager designation from Texas Tech University, the TML Leadership Fellow Award, and licenses from the Texas Commission on Environmental Quality. He has also completed leadership training through Rapport Leadership International and Leadership Levelland.
